Refunds of tuition and fees

Students who receive confirmation of total withdrawal from Enrollment Services are eligible for refunds according to the schedule below. Refund checks generally take two to three weeks to process and return to the student. The effective date of a drop or total withdrawal is the date the request is received by Enrollment Services.


The refund schedule is based on the policy adopted by the Minnesota State Colleges and Universities Board of Trustees. This policy can be found online at http://www.mnscu.edu/board/policy/512.html.

Full-term and first-half classes (see the academic calendar for dates)
Students have five (5) business days from the first day of the semester to add or withdraw from individual classes. During this time, all adds or withdraws must be processed online and must be completed by the 5th business day at 11:59 p.m., central time. This five business-day period is called the "no-obligation period" when you are able to withdraw from classes with a full refund and without a W grade on your transcript.

 

Beginning with the sixth business day, withdrawals may be processed online, in person at the Office of Enrollment Services, or by writing via fax or postal mail by required deadlines. Students can obtain withdrawal forms from the Office of Enrollment Services or download the withdrawal form (a pdf document). Students withdrawing at this time will receive a grade of W on their transcript. There is no refund for individual courses withdrawn after the 5th business day of the semester.

 

Beginning with the sixth business day, refunds will only be given for total (all classes) withdrawal. In addition, a W grade will appear on your transcript for each class withdrawn. See below for the total withdrawal refund schedule.

Students are entitled the opportunity to attend one class session for each registered, for-credit course, without obligation. Students have one (1) business day from the start of the class to add or withdraw from individual classes. During this time, all adds or withdraws must be processed online and must be completed by the first business day at 11:59 p.m., central time (i.e., if your class begins on Tuesday, you have until Wednesday at 11:59 p.m. to withdraw from your class with a full refund and no W appearing on your transcript). This one business-day period is called the "no-obligation period" when you are able to withdraw from classes with a full refund and without a W grade on your transcript.

 

Beginning with the second business day, withdrawals may be processed online, in person at the Office of Enrollment Services, or by writing via fax or postal mail by required deadlines. Students can obtain withdrawal forms from the Office of Enrollment Services or download the withdrawal form (a pdf document). Students withdrawing at this time will receive a grade of W on their transcript. There is no refund for courses withdrawn after the end of the first business day after the class begins.

During this time, all adds or withdraws must be processed online and must be completed by the fifth business day at 11:59 p.m., central time. This five business-day period is called the "no-obligation period" when you are able to withdraw from classes with a full refund and without a W grade on your transcript.

 

Beginning with the sixth business day of each Summer Session, withdrawals may be processed online, in person at the Office of Enrollment Services, or by writing via fax or postal mail by required deadlines. Students can obtain withdrawal forms from the Office of Enrollment Services or download the withdrawal form (a pdf document). Students withdrawing at this time will receive a grade of W on their transcript. There is no refund for individual courses withdrawn after the sixth business day of each Summer Session.

For summer classes that do not begin during the first week of Summer Session, students must withdraw by the next business day after the start of the class so receive a full refund.

Refunds and the 'Return of Title IV Funds' Policy

Financial aid recipients who completely withdraw from a term or stop attending prior to the 60% point of that term are subject to the federal return of Title IV fund rules for any federal aid not earned and the Minnesota Office of Higher Education refund calculation for Minnesota State Grant and SELF Loan. Examples of both calculations are available in the Business Office at the student's request. The student may also be eligible for a refund of a portion of the tuition and fees paid to Inver Hills for the semester, according to the Inver Hills refund policy. If the student received financial aid, then a portion of the refund will be returned to the grant or loan program from which it was received and the student may owe Inver Hills for a portion of the tuition and fees.


If a student will be withdrawing completely from a term, they must do so according to Inver Hills's withdraw policies. The transaction must be completed in person or via Inver Hills's online system. If done through the online system, the student MUST contact the Business Office at 651-450-3503. The withdraw must be completed by the published deadlines and the student is responsible for understanding the impact of such action on their student account.


Inver Hills's Refund Policy exists for calculating the refund of institutional charges. The federal "Return of Title IV Funds" formula dictates the amount of federal Title IV aid that must be returned to the federal government by the school and the student.

 

The federal formula requires a return of Title IV aid if the student received federal financial aid and withdrew or stopped attending all classes on or before completing 60% of the semester. The percentage of Title IV aid to be returned (that which is unearned) is equal to the number of calendar days remaining in the semester divided by the number of calendar days in the semester. Scheduled breaks of more than four consecutive days are excluded.


The responsibility to repay unearned aid is shared by the institution and the student in proportion to the aid each is assumed to possess. The institution's share is allocated among the Title IV programs, before the student's share, in the following order: Federal Unsubsidized Stafford Loan, Federal Subsidized Stafford Loan, PLUS Loan, Federal Pell Grant, Academic Competitiveness Grant and Federal SEOG. Any remaining unearned aid is the responsibility of the student, must be collected from the student, and then allocated among the Title IV programs in the order indicated above.


Inver Hills will calculate and return its share of unearned Title IV funds and notify the student no later than 30 days after it determines that the student withdrew and return the funds within 45 days.

 

Students return their share of unearned aid attributable to a loan under the terms and conditions of the promissory note. Inver Hills may allow the student to repay unearned aid attributable to a grant under a payment arrangement satisfactory to Inver Hills. However, the student is not responsible for returning funds to any grant program to which they owe $50 or less.
